Dear friends of the Roundnet world,
in recent weeks and months, a group of Roundnet enthusiasts from around the world has spent countless hours of their time towards the advancement of our sport internationally. These efforts have led to the International Roundnet Federation, or IRF for short. Let us first say that we greatly appreciate the work that has been put into this organisation and fully support the establishment of such a meaningful and independent organisation. A World Roundnet Federation is the next important step to further advance our beloved sport. However, from our point of view, it is also important that the organisational structures are democratically established from the very beginning, in the interests of all nations and members. To make sure that this is the case, we have taken the time to take a closer look at and illuminate the bylaws of the IRF. Here you can view and download them on the official website of the IRF.
The vast majority of points are well thought out, have a very good structure and huge potential. One point, however, is not quite there as we do not believe that it is the right decision for the organisation, because it stops it becoming truly democratic and transparent. Our own experience has shown us, that it is easier to create the right structure from the start, than to make changes to the bylaws along the way. Under section „4 Membership“ of the bylaws, the following is stated:
“There shall be no members of the Corporation for legal purposes, and the organization shall be governed by a self-perpetuating Board of Directors. The term “member” shall at all times be used only to refer to sports organizations that may qualify to participate in the Corporation’s roundnet program activities, in the Corporation’s sole discretion.”
According to the current state of affairs („There shall be no members of the Corporation for legal purposes(..)) the national Roundnet associations cannot therefore become an official member of the IRF with voting rights. They are only entitled to be appointed by the Board of Directors to thematic committees (section 7 „Committees“).
The term „self-perpetuating“ may be new to some of you – it was for us as well. It simply means that the board chooses itself. This is confirmed in the Articles of Association as set out in Section 5.4 „Election“:
“Directors shall be elected at the annual meeting of the Board by a majority vote.”
This means that the board would have full power over what is happening in the organization. Even if the members are dissatisfied with the works, decisions and results of the board, they have no power to take action against it. In our view, this does not correspond to the democratic structure of which an international sports federation, which lives through the national federations, should be established.
We do believe that the national federations, which are responsible for the development of sport in their countries and without which the international federation cannot exist, must be given legal membership and voting rights. There is no doubt that the Board of Directors should have the power to take important decisions while at the same time representing the interests of the Association. However, the Board of Directors must also earn the trust of its members. In other words, it must be trustworthy. If this trustworthiness is given, members can elect the same board by re-election for a new term of office. If however the trust is lost, members should also have the power to elect a new board at a general meeting once the term of office has ended. The general meeting of the members should be the highest body in the association, as it reflects the interests of all member associations.
In addition, the stated goal of the IRF is that the sport Roundnet is recognised by the International Olympic Committee (IOC) and eventually to make it to the Olympic Games. A goal that sounds ambitious, but which we also completely support. In our opinion, the currently planned construct can lead to problems in terms of recognition by the IOC, due to a lack of transparency and democracy.

Liebe Freunde der Roundnet-Welt,
in den letzten Wochen und Monaten hat eine Gruppe Roundnet-Enthusiast*innen aus der gesamten Welt im Hintergrund unzählige Stunden damit verbracht, unseren Sport auf internationaler Ebene voranzubringen. Diese Anstrengungen haben die Organisation „International Roundnet Federation“ oder kurz IRF hervorgebracht. Lasst uns zunächst sagen, dass wir die Arbeit, die in diese Organisation gesteckt wurde, sehr zu schätzen wissen und die Gründung einer solchen gemeinnützigen und unabhängigen Organisation voll und ganz unterstützen. Ein Roundnet-Weltverband ist der nächste wichtige Schritt, um unsere geliebte Sportart weiter voranzutreiben. Es ist jedoch aus unserer Sicht aber auch wichtig, dass die Organisationsstrukturen von Anfang an im Sinne aller Nationen und Mitglieder demokratisch eingerichtet werden. Deshalb haben wir uns die Zeit genommen, die Satzung der IRF genauer anzuschauen und zu beleuchten. Hier könnt ihr sie auf der offiziellen Seite der IRF einsehen und herunterladen.
Die allermeisten Punkte sind gut durchdacht, haben eine sehr gute Struktur und ein riesiges Potenzial. Bei einem Punkt, der nötig wäre, damit die Organisation wirklich demokratisch und transparent wird, ist dies unserer Meinung nach jedoch noch nicht der Fall. Aus unseren eigenen Erfahrung heraus hat sich gezeigt, dass es einfacher ist von Anfang an eine Struktur zu schaffen, als über die Zeit weitreichende Änderungen in Satzungen zu etablieren. Unter dem Punkt 4 „Membership“ wird Folgendes festgehalten:
“There shall be no members of the Corporation for legal purposes, and the organization shall be governed by a self-perpetuating Board of Directors. The term “member” shall at all times be used only to refer to sports organizations that may qualify to participate in the Corporation’s roundnet program activities, in the Corporation’s sole discretion.”
Nach aktuellem Stand der Dinge („There shall be no members of the Corporation for legal purposes(..).”) können die nationalen Roundnet-Verbände somit kein offizielles Mitglied der IRF mit Stimmrecht werden. Ihnen obliegt lediglich die Möglichkeit durch den Vorstand in themenbezogenen Komitees ernannt zu werden (Punkt 7 „Committees“).
Der Begriff „self-perpetuating“ („sich selbst aufrechterhaltend“) mag für einige von Euch neu sein – das war er für uns ebenso. Es bedeutet, dass der Vorstand sich selbst wählt. Dies wird in der Satzung nach Ziffer 5.4 „Election“ bestätigt:
“Directors shall be elected at the annual meeting of the Board by a majority vote.”
Dies bedeutet, dass der Vorstand die volle Macht über die Geschehnisse in der Organisation hat. Auch wenn die Mitglieder mit der Arbeitsweise, Entscheidungen und Ergebnissen des Vorstands unzufrieden sind, haben sie keine Macht, dagegen vorzugehen. Aus unserer Sicht entspricht dies keiner demokratischen Struktur, nach der ein internationaler Sportverband, der durch die nationalen Verbände lebt, gegründet werden sollte.
Wir sind der Meinung, dass die nationalen Verbände, die für die Entwicklung des Sports in ihren Ländern verantwortlich sind und ohne die der internationale Verband nicht existieren kann, eine legale Mitgliedschaft und ein Stimmrecht erhalten müssen. Der Vorstand sollte ohne Zweifel die Befugnis haben, wichtige Entscheidungen zu treffen und gleichzeitig die Interessen des Verbandes zu vertreten. Der Vorstand muss sich aber auch das Vertrauen seiner Mitglieder erarbeiten. Wenn diese Vertrauenswürdigkeit gegeben ist, können die Mitglieder denselben Vorstand durch eine Wiederwahl für eine neue Legislaturperiode bestätigen. Wenn das Vertrauen jedoch verloren geht, sollten die Mitglieder die Befugnis haben, auf einer Hauptversammlung einen neuen Vorstand zu wählen, sobald die Amtszeit beendet ist. Die Hauptversammlung der Mitglieder sollte das höchste Organ im Verband sein, da sie die Interessen aller Mitgliedsverbände wiederspiegelt.
Darüber hinaus lautet das formulierte Ziel der IRF, dass die Sportart Roundnet vom Internationalen Olympischen Kommitte (IOC) anerkannt wird und es schließlich zu den Olympischen Spielen schafft. Ein Ziel, das ambitioniert klingt, aber auch wir unterstützen. Nach unserer Einschätzung kann aber das aktuell geplante Konstrukt, bei der Anerkennung durch das IOC, aufgrund von mangelnder Transparenz und Demokratie zu Problemen führen.

Mit der IRF sind wir bereits im Austausch, um mögliche Missverständnisse und Widersprüche zu unserer aufgezeigten Interpretation der Satzung auszuräumen.
